Business Travel: Does HNOA Cover Damage to a Rental Car?
Do not rely on hired and non-owned auto (HNOA) liability alone to pay for damage to a business rental car. The Hartford’s explanation distinguishes HNOA liability from damage to the rented vehicle itself. Before approving employee rentals for customer visits, verify the hired-auto physical-damage provision and how it applies to your booking arrangements.

1. Separate liability from damage to the rented car
Hypothetical example: A SaaS implementation lead rents a car for a customer visit and collides with another vehicle. Both cars need repairs. For the company’s insurance review, separate damage to the other vehicle from damage to the rented car.
The Hartford’s commercial-auto explanation describes HNOA as liability protection for business use of personal, rented or leased vehicles. It expressly distinguishes that protection from damage to those vehicles themselves. This educational description is not a coverage determination for your company.
Ask for two separate answers: Which provision addresses the company’s liability to others, and which provision addresses the rental vehicle’s repair bill? Do not record a single yes beside rental-car coverage.
2. Find the hired-auto physical-damage provision
Travelers’ professional-services page describes hired/non-owned auto liability and hired physical damage as separate additions to its business owner’s policy for businesses without owned vehicles. It describes hired physical damage as protection for damage to rented, leased or borrowed vehicles. This is a Travelers product example, not a feature established for every BOP.
Build a two-row review: hired-auto liability and hired-auto physical damage. Beside each, record the policy or endorsement that provides it, its effective date and any unresolved questions. If the proposal only names HNOA, ask where the rental-vehicle damage protection appears.
Keep missing information marked as unresolved rather than treating an unanswered question as confirmation.

3. Match the coverage to your booking process
Travelers lists employee hired-auto coverage within its Select Auto CoveragePlus enhancements. That description specifically addresses hired liability and physical-damage protection for employees renting vehicles in their own names while on company business. It does not establish that every HNOA arrangement handles employee-name rentals the same way.
